General Notice
Town of White Bluff, Tennessee (Owner) is requesting Bids for the construction of the following Project:
The Town of White Bluff 2026 Sidewalk Project
Separate sealed bids for the Project will be received by the Town of White Bluff at Bibb-White Bluff Civic Center at
1054 Old Charlotte Road, White Bluff, TN 37187 until July 31, 2026 at 10:00 AM local time. At that time, the Bids
received will be publicly opened and read aloud at said office. For bidders submitting bids via U.S. Postal Service or
courier, bids shall be mailed to the following address and must be received no later than July 30, 2026 at noon local
time: White Bluff Town Hall, ATTN: Jeff Martin, 52 Graham Street, P.O. Box 300, White Bluff, TN 37187.
The Project includes the following Work:
Furnishing and paying for all work necessary for the construction of approximately 1,615 linear feet of 5 ft
width concrete sidewalk, demolition and reconstruction of approximately 130 linear feet of existing
sidewalk, and the demolition and construction of driveway aprons. All work shall be completed per the
Drawings and Specifications and shall be in compliance with the rules and regulations of the Tennessee
Department of Transportation (TDOT) and the Town of White Bluff. The work covered under these contract
documents shall include but not be limited to the following: labor, materials, equipment, overhead, profit,
permits, fees, testing, utility location verification, coordination of utility adjustments as necessary for
construction, clearing and grubbing, site clearing, site preparation, stripping and stockpiling of topsoil,
grading, excavation, dust control, finish grading, respreading of topsoil, surveying, construction layout,
erosion control, traffic control, construction work zone safety, signage, sodding, seeding, matting, watering,
site cleanup and the proper offsite disposal of all surplus materials and debris.

Andrea.Tanner@jamesplus.net. - Hard copies may be obtained at the office of James + Associates located at 121 North Main Street, Dickson, TN 37055,
upon payment of $500.00 for each set. Any unsuccessful bidder, upon returning each set promptly and in good
condition, will be refunded their payment, and any non-bidder upon returning such a set will be refunded $400.00.
All requests for hard copies shall be made in advance per email to Andrea.Tanner@jamesplus.net. - Pre-bid Conference
- A pre-bid conference for the Project will be held on July 20, 2026, at 10:00 AM local time, at Bibb-White Bluff Civic
Center at 1054 Old Charlotte Road, White Bluff, TN 37187. Attendance at the pre-bid conference is encouraged but
not required. - Instructions to Bidders
- For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the
Instructions to Bidders that are included in the Bidding Documents. Each bidder must deposit with their bid, security
in the amount, form and subject to the conditions provided in the Instructions to Bidders and other bidding
documents. Any bid received after the scheduled closing time for receipt of bids will be returned to the bidder
unopened. Bids will be required to remain open for acceptance or rejection for sixty (60) calendar days after the date
of opening bids. - THE RIGHT TO REJECT ANY OR ALL BIDS AND TO WAIVE TECHNICALITIES IS RESERVED BY THE OWNER.
All bidders must be licensed Contractors as required by the Contractor’s Licensing Act of 1976, ITCA Title 62, Chapter
- All bidders must be prequalified with the Tennessee Department of Transportation (TDOT). No bid will be opened
unless the sealed envelope containing the bid provides the contractor’s license number, date of license expiration,
and that part of the contractor’s classification applying to the bid. In the case of joint ventures, this information must
be provided by all parties submitting the bid. - No award of any contract will be made to any firm or individual that is currently debarred by the State of Tennessee
